VWF National Emergency Response Plan for Homelessness

Call to Action: Homes for Hope

The Viviscent Wellness Foundation (VWF) challenges all state Governors and Congressmen across the USA to support our mission by helping us build out the much-needed "Homes for Hope." This initiative aims to transform the lives of homeless individuals by providing them with safe, sustainable, and dignified housing solutions.

We humbly ask President Donald J. Trump to keep his promise to address homelessness. In his policy messaging, President Trump has taken a hard-line stance on visible homelessness. For example, in a video announcement, he stated:

“We will use every tool, lever and authority to get the homeless off our streets.”

This statement reflects his commitment to crack down on homeless encampments by using federal authority and working with state and local governments to enforce stricter measures.

How State Leaders Can Support:

  • Funding and Grants: Allocate state funds and advocate for federal grants to support the construction and development of cargo container communities.
  • Land and Resources: Provide land and resources necessary for setting up rapid response tent cities and transitioning them into permanent cargo container communities.
  • Partnerships: Collaborate with local businesses, non-profits, and community organizations to create a network of support and resources.
  • Legislation: Enact supportive legislation that facilitates the development of affordable housing and provides incentives for sustainable community projects.
  • Volunteer and Workforce Support: Encourage state residents to volunteer their time and skills to help build and maintain these communities, and provide workforce training programs for residents.

Homes for Hope:

  • Immediate Impact: Rapidly deploy tent cities to provide immediate shelter and safety for homeless individuals.
  • Sustainable Future: Transition to durable cargo container homes that offer long-term stability and security.
  • Economic Empowerment: Foster economic growth within these communities through job training, small business support, and community-driven projects.
  • Holistic Support: Ensure access to comprehensive support services, including healthcare, mental health counseling, and educational programs.
  • Focus on Veterans: Prioritize housing and support services for U.S. veterans, recognizing their unique needs and contributions. Provide specialized programs for veteran reintegration, mental health support, and employment opportunities.

Specific Programs for Veterans:

  • HUD-Veterans Affairs Supportive Housing (HUD-VASH): This program combines HUD housing vouchers with VA supportive services to help veterans who are homeless and their families find and sustain permanent housing.
  • Supportive Services for Veteran Families (SSVF): Provides case management and supportive services to prevent the imminent loss of a veteran’s home or to rapidly re-house veterans and their families who are homeless.
  • Homeless Providers Grant and Per Diem (GPD) Program: Offers capital grants and per diem payments to develop and operate transitional housing and service centers for homeless veterans.
  • Veterans Justice Outreach (VJO): Connects veterans involved with the justice system to VA services and supports to prevent homelessness.
  • Health Care for Homeless Veterans (HCHV): Provides outreach, case management, and residential treatment services to homeless veterans.

Together, we can make a significant impact on homelessness and create a brighter future for those in need. Let's unite to build "Homes for Hope" and transform lives across the nation, with a special focus on supporting our veterans.
